What's legal
Connecticut runs a closed market. Three online platforms are authorized: DraftKings through Foxwoods Casino, FanDuel through Mohegan Sun, and Fanatics through the Connecticut Lottery Corporation. The Mashantucket Pequot and Mohegan tribes and the Lottery launched in 2021 with DraftKings, FanDuel and Rush Street Interactive as partners, and the Lottery's partner is now Fanatics. Any other app claiming Connecticut customers is unlicensed.
The first legal in-person bet was placed in late September 2021. Online betting followed on October 19, 2021, after a seven-day soft launch. You must be 21 or older and physically in Connecticut. Mohegan Sun and Foxwoods also run retail sportsbooks.
Crypto and offshore sites
Offshore crypto sportsbooks are not licensed in Connecticut or any other state. The Department of Consumer Protection (DCP) says wagering on unlicensed platforms is illegal. It also warns that those platforms do not have to meet Connecticut's technical standards, so your money and personal information are exposed, and DCP has no way to recover funds if a wager is not paid.
Before you deposit anywhere, check the operator against DCP's list of authorized platforms. There are three. A site that is not on it is unlicensed, whatever its homepage claims.
What's changing
Prediction markets are the main open dispute. On December 3, 2025, DCP's Gaming Division ordered KalshiEX, Robinhood Derivatives and Crypto.com to stop offering sports wagers and to let residents withdraw their funds. Kalshi sued the state. In August 2026 U.S. District Judge Vernon Oliver denied Kalshi's request for a preliminary injunction, and Kalshi appealed to the Second Circuit.
On August 26, 2026, the Attorney General, DCP and the Governor announced that the state had sued Kalshi and was seeking a court injunction. On September 10, 2026, the Governor announced that DCP had issued nine cease-and-desist orders to prediction-market companies that week, along with nearly 30 subpoenas.
Tax
Connecticut taxes income at graduated rates with a top marginal rate of 6.99% on the 2025 schedule, so gambling winnings count as taxable income on top of federal tax.
